In 1851 James Higgins is 27 living and working as 2nd Turnkey in Huntingdon Gaol. His wife and daughter live with him.
In 1861 James Higgins is the Governor of Peterborough Gaol, his wife Emily is the Matron, but their daughter isn't with them.
In 1871 James Higgins is in Folkingham House of Correction, again as Governor of Prison, Emily is Matron, Their daughters Emily 22, and Alice, 7, are living with them.
In 1881 James Higgins is Governor of HM Prison, Sheepmarket, Spalding. Emily is the Matron. Their daughters Emily 27, and Alice, 17, are living with them.
James died in the second quarter of 1891.

The will of James Higgins late of the Cedars, Dogsthorpe Road Peterborough in the county of Northampton who died 23 May 1891 at the Cedars was proved at Peterborough by Emma Higgins widow the relict and Emily Annie Higgins spinster the daughter both of the Cedars and Arthur Frank Bowker of Halling Cottage near Rochester in the County of Kent Engineer the Nephew, the executors.

Emma Higgins died in 1916 at the age of 92.
Her daughter died on 1 May 1942 at the age of 93.

So the Cedars remained in the same family for over 50 years.
